Proposal Manager


EPS Corporation is a leading Federal Contractor. We are currently looking for a smart, motivated Proposal Manager with expertise in Bid and Proposal operations for Information Technology-focused companies or divisions supporting Federal Government clients. In this role, you will work out of our company location in Eatontown, NJ.

This role is critical to our organization, and the right candidate will be capable of and comfortable with having and leveraging the inherent and earned authority to drive and manage proposal efforts, at many times managing multiple concurrent major and minor responses. You will be the person responsible for managing the full life cycle from, solicitation to submission, proposal activity for EPS for assigned proposals.

In this role, you will establish and develop close working relationships with our executive team as well as our contracts team, HR team, directors, program managers, and technical experts.

We work as a team, and wear multiple hats, sharing the effort to get to the finish line. To be successful you must be a self-motivated and perseverant worker with a 'get it done' attitude. You must be extremely resourceful, creative, and excellent at organizing, tracking, and managing multiple concurrent projects.

Your ability to extract results from various parties in a polite but firm manner is critical.

Ideal candidate characteristics include strong analytical abilities, decision making skills, sound business judgment, and excellent communication, negotiating and planning skills. You should be adaptive to change.

The dedicated support staff for this role includes a Proposal Coordinator, who tracks opportunities, maintains the Bid and Proposal internal portal, and manages minor and some major response efforts. The team includes a graphics design specialist who is committed to support the B&P team for major efforts, as well as maintain graphics libraries.

The following activities will constitute the majority of your responsibilities, though this is not an exhaustive list:
  • Manage major and minor proposal efforts. The level of support required ranges from cradle to grave management of major efforts, to coordination support for smaller efforts.
  • Perform a careful, detailed analysis of solicitations, including RFIs, RFPs, RFQs, TOs, etc. resulting in a thorough understanding of items required for a compliant response including development of a requirements matrix, and the ability to create and deliver briefs on response requirements and schedule.
  • Stand up proposal working sites using SharePoint, create proposal outlines and schedules, and develop kick off briefs for both internal and external audiences. Prepare for and conduct kick-off meetings, align resources with proposal requirements, make writing assignments and direct team members to ensure on-time delivery.
  • Manage diverse teams from prime, subcontractor, and consultant organizations.
  • Schedule and manage color reviews, including scheduling and managing to pens-down deadlines pre-review and consolidating and formatting master documents for each volume for each color review.
  • Manage configuration integrity, including version control, of evolving proposal artifacts using SharePoint.
  • Review proposal sections for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and themes
  • Provide formatting, proofing, and editing of documents throughout the response cycle.
  • Manage and perform production activities.
  • Oversight of the document libraries and content within the corporate proposal portal including bid and proposal materials, boilerplate, active and archived proposals.
  • Familiarize yourself thoroughly with, and maintain a strong understanding of our range of services and products, strategic partnerships, past performance and past responses.
In order to be successful in this role, we expect that qualified candidates will have the following skills and experience:
  • A Secret or TS Clearance is preferred but not required; the willingness and ability to obtain and maintain a government security clearance is required. U.S. Citizenship is required.
  • Bachelor’s Degree and a minimum of three years of progressive relevant experience required.
  • Proven ability to deliver in a role exactly like this. If you have been successfully operating in a Proposal Director or Lead Proposal Manager role for a smaller IT government contractor company with responsibility for proposal efforts, full life cycle, and a successful track record of managing and winning large, complex Federal Government proposals
  • Must have extensive experience with multi-faceted proposals requiring client reference checks, technical volumes, past performance volumes, price/cost volumes, and management volumes.
  • Strong knowledge of the Federal Government procurement process, experience with managing full life cycle proposal efforts for Federal Civilian, DoD, and Intelligence Community customers, experience with commercial proposals, and experience in managing and coordinating the work of multi-disciplinary teams.
  • Exceptionally good MS Word formatting skills and desktop publishing capability, including master documents, styles, custom templates, embedding objects, version comparison and combination, and content controls.
  • Exceptional time management skills and, critically, the willingness and ability to deliver high quality work under aggressive deadlines.

Infrastructure Technician

Responsible for maintaining, diagnosing, and repair of Deployable Joint Command and Control (DJC2) power and HVAC systems and equipment. Must have knowledge and experience with tactical generator and HVAC systems. Must be proficient with electrical / electronic test equipment and fundamentals. Must be familiar with preventative and routine maintenance procedures unique to deployable systems. Must be capable of ensuring compliance with all management policies, plans, and procedures. Must be capable of providing recommendations for resolution of technical problems. This position is contingent on contract award.

Experience with the following is required:
  • 3 years of experience in infrastructure equipment setup and support on deployable C2 programs that are ACAT I or II level programs or other deployable programs of a similar level of scope.
  • 3 years of experience with HDT power generation, AAMPS power distribution, HDT Heating Ventilating and Cooling (HVAC), and HDT soft shelter systems or similar systems. Experience should include evaluating power and HVAC layouts, providing planning for power generation, power distribution, HVAC, and soft shelter systems on deployable C2 programs that are ACAT I or II level programs or other deployable C2 programs with a similar level of scope.
  • Minimum 3 years of experience planning and supporting deployment, installation, and upgrade of deployable C2 programs such as DJC2 or other deployable C2 programs with a similar level of scope.

  • Must be certified in the maintenance and full repair of the Recon Combat Rubber Raid Craft (CRRC) and other variants of utilized within the military.
  • Must be certified by Bauer in maintenance, repair trouble shooting, overhaul, of the Portable Compressor Diesel Driven (PCDD), USMC diver’s air compressor. Be familiar with the restoration of fatigued framework supporting engine and compressor.
